Mr. Ellis
I am sorry that this has been
delayed by pressure of other work.
The Crown Advocate's history of this question in Hong Kong (paragraph 4 of his minute) is not exhaustive. I
remember that in 1908 we were in some doubt
as to whether the Hong Kong Legislature had power to adapt the Companies (Colonial Registers) Act, 1883, so as to enable
companies registered in the Colony to keep
branch registers in places outside the
Colony in which they also transacted
business, but the Law Officers advised that
Hong Kong Ordinance 16 of 1907, (on which
Sections 35 to 37 of the present consolidated
not Ordinance 58 of 1911 are founded) was ultra
Λ vires.
The present Petitioners seek
to go further than this and have provision.
